Billy Clay Foster was born and raised in Louisville,
Mississippi, as the second eldest of eight children to Bobby and Ima Jean Foster. From a young age, he exhibited a fierce spirit of activism that defined
his life. As a teen, Billy was a key member of a group that staged sit-ins at “white-only”
restaurants and drank from segregated water fountains. Their courageous actions, despite
facing backlash from the white community, ultimately led to significant changes that
allowed Black individuals to access
previously restricted public facilities.
After graduating high school, Billy
pursued higher education at Jackson
State University, earning a degree
in social work and later obtaining his
Master of Social Work (MSW)
from the University
of Southern Mississippi in 1978.
