Billy C. Foster Continued...

He began his career at the Mississippi State Hospital as
a transition worker before becoming the Regional Director of
Elderly Services for Warren Youth Mental Health. Billy made
history as the first Black school social worker in the Richland
Parish School System in Louisiana. He later served as the first
Black regional director for children at Monroe Mental Health,
coordinating services for 12 parishes. Billy established Project
Respect, a program for Black adolescent males at risk of gang
involvement. The initiative drew national attention
and led to his being appointed by the then United
State's President Bill Clinton to develop prog-
rams for at-risk children. Billy and his
partner, Michelle Triplett, later founded a
mental health and social service agency,
The Cognitive Development Center in
Northeast Louisiana. They
established the first minority owned
social services agency in 1994.
Therefore, they encouraged others
to establish similar organizations.
He is also the president of the
Christopher Youth Center, a
sanctuary for runaway teens. He is also
CEO and owner of Another
Chance Enterprise Personal Care
Attendant Services and
Another Chance Support Service,
which are both dedicated to teaching life skills to at-risk adolescents. In addition to his social service work, Billy has taught as an adjunct professor at the University of Louisiana Monroe and at Grambling State University. He holds the distinction of being one of the first forensic social workers in Northeast Louisiana, working with convicted sex offenders for 20 years and being the only Black male licensed social worker in Monroe. Billy’s outstanding contributions has also earned him several accolades, including the (NASW) National Association of
Social Work Lifetime Achievement Award in the year 2009. He was awarded the Jackson State University School of Social Work Alumnis of the Year award in 2010. In 2019 he was recognized in the book Marquis Who’s Who in America. He also holds prominent positions on multiple boards for various companies and nonprofits in Monroe, Louisiana. Throughout his life, Billy Clay Foster has always exemplified dedication for social justice and community service. Embodying the spirit of advocacy and leadership, his unwavering commitment to empowering the next generation is admirable. He has left an enduring legacy that deeply resonates in the lives of countless individuals.
